The Role

Responsible in overseeing and managing the overall STCL (Solomon Telekom Company Limited) technical network, ensuring there is investment in new technology as and when required, to meet the current trend in digital transformation; and delivering quality products and services to customers, to ensure that both the short and long term business goals of STCL are achieved, and meet the objectives of the business.

Key Responsibilities
The principal accountabilities of this role are:
  • To effectively manage the operations and maintenance of STCL’s networks, ensuring that the network service quality and availability is maintained to industry standards.
  • To ensure the ongoing efficiency and reliability of the core network, and that the various access technologies remain accessible and available; and to deliver the expected quality of products and services to customers.
  • To manage the technical team, and provide leadership to the engineering department.
  • To guide, assist and supervise the technical team in becoming more effective and efficient, in collaboration with the senior engineering management; by progressive performance assessments; planned resource training; and through policy compliance.
  • Develop technology strategies in line with business plans, working with the marketing team to develop these strategies.
  • To plan and develop the STCL network, by supporting and enabling new business opportunities in line with market and service requirements; and to contribute towards increasing revenue streams for the company’s range of products and services.
  • Develop and update documentation of engineering operations and maintenance processes and procedures, and to ensure their implementation within the different teams of the department.
  • To effectively budget towards investment in planned technology and network requirements; and to manage the day-to-day operational costs for the engineering department.   
  • Identify and resolve any technical issues arising.
  • Negotiate with equipment vendors and build partner relationships.
  • Work towards ensuring all system operations and installations meet accepted industry standards, and any standards applicable in Solomon Islands as required by the Regulator.
  • To cooperate with Internal Audit recommendations for improvement of procedures, processes, policies.
  • To be involved with the senior management team in the strategic planning process; and to provide consultative support through technical analysis, reports and recommendations.
  • To serve on planning and policy-making committees as and when required.
Necessary skills and experience
Key skills for this role include:
  • Sound knowledge of the telecommunications industry and developing technology trends.
  • Effective knowledge of and practical experience with a wide variety of telecommunications systems, technologies and related platforms.
  • Ability to interpret technology and market trends as a foundation for technology and product roadmaps.
  • Strong leadership skills with excellent interpersonal, written and verbal communication skills, and the ability to manage a large engineering team.
  • Experience in meeting regulatory requirements.
  • Ability to analyse technical data and prepare technical reports, statements and projections.
  • Experience in strategic planning and execution.
  • Change management experience.
Key capabilities for this role are:
  • Sound knowledge of the telecommunications industry and developing technology trends.
  • Effective knowledge of and practical experience with a wide variety of telecommunications systems, technologies and related platforms.
  • Ability to interpret technology and market trends as a foundation for technology and product roadmaps.

Educational & Experience:
  • Minimum of a Bachelor’s degree in Telecommunications Engineering or a related engineering discipline from a recognised institution.
  • At least 5 years’ experience in an executive-level position.
  • Membership of a recognised professional engineering body (Optional).
